HTS 2904.32.00 covers ammonium perfluorooctane sulfonate under heading 2904 (sulfonated, nitrated or nitrosated derivatives of hydrocarbons, whether or not halogenated).
Within this group the rate runs from duty-free to 5.5%. Compared with 2904.20.20 (derivatives containing only nitro or only nitroso groups…), which pays duty-free, a misclassification either way moves the duty by 3.7 percentage points.
The general duty rate is 3.7% of the customs value, which is in the middle of the rates in chapter 29 (34th percentile of 1050 lines with an ad valorem rate). On a shipment valued at $10,000 that is $370 in duty before any Chapter 99 additions or preference claims.
