4403.12.00

Analysis

HTS 4403.12.00 covers treated with paint, stain, creosote or other preservatives: nonconiferous under heading 4403 (wood in the rough, whether or not stripped of bark or sap- wood, or roughly squared). US Customs collects import statistics for it under 4 ten-digit suffixes, reported in metres.

The normal trade relations rate here is zero, shared by about 61% of the 257 tariff lines in chapter 44, a useful check when a neighbouring dutiable line is a candidate. Free here means free of the base duty only: origin-specific Chapter 99 duties such as Section 301 can still be owed.

Census statistics map these goods to NAICS 321114 (Wood Preservation), an industry of 362 US establishments employing 11,819 people. That concordance is how imports of this line are compared with US output.

The ten-digit suffixes separate telephone, telegraph and electrical… and fence posts. The duty is the same across them; the suffix matters for statistics, licensing and some quotas, and an entry needs all ten digits.

All 18 neighbouring lines carry the same duty-free rate, so a borderline choice between them changes the statistics reported, not the duty paid.
