Rates on the nearby lines range from duty-free to 18%. The costliest confusion would be with 4602.19.25 (of palm leaf: other) at 18%, a difference of 12.7 points on the customs value.

Goods that qualify under the Australia FTA, the Bahrain FTA, the Chile FTA, the Colombia TPA, AGOA, and 11 others can enter duty-free instead of paying 5.3%.
