Analysis
Subheading 6216.00 covers gloves, mittens and mitts, within heading 6216. The first six digits are shared by every country that uses the Harmonized System, so this part of the code is the same in the US, UK and EU schedules; the 20 US tariff lines below it are national.
The spread of 23.5 percentage points between the cheapest and dearest lines makes misclassification expensive here. The highest rate, 23.5%, applies to 6216.00.17 (of vegetable fibers: other) and 6216.00.38 (without fourchettes (331)).
3 of its 16 lines with a percentage rate are duty-free at the general rate (19%) and 13 are dutiable, from duty-free up to 23.5%. The median line pays 5.4%.
4 of the lines carry specific or compound rates (per kilogram, per dozen and so on) rather than a percentage, so their burden depends on the unit value of the goods.
Its 20 lines start with 6216.00.05 (ice hockey gloves and field hockey gloves), 6216.00.08 (impregnated, coated or covered with plastics or…), 6216.00.13 (containing over 50 percent by weight of plastics…) and 6216.00.17 (of vegetable fibers: other); the full list is in the table below.
