Analysis
HTS 7220.20.60 covers of a thickness exceeding 1.25 mm under heading 7220 (flat-rolled products of stainless steel, of a width of less than 600 mm). US Customs collects import statistics for it under 5 ten-digit suffixes, reported in kilograms.
Goods from countries without normal trade relations pay the column 2 rate of 34% instead of nothing, so origin decides between free entry and a 34% duty.
Goods classified here enter the United States duty-free at the general (normal trade relations) rate, as do about 92% of the 262 tariff lines in chapter 72. Chapter 99 measures such as Section 301 or 232 can still apply on top, depending on where the goods come from.
The other lines in the same group are 7220.20.10 (of a width of 300 mm or more, duty-free), 7220.20.70 (of a thickness exceeding 0.25 mm but not exceeding 1.25 mm, duty-free), 7220.20.80 (of a thickness not exceeding 0.25 mm: razor blade steel, duty-free) and 7220.20.90 (of a thickness not exceeding 0.25 mm: other, duty-free).
The ten-digit suffixes separate of high-nickel alloy steel, containing more than 1.5 percent but… and containing less than 15 percent by…. The duty is the same across them; the suffix matters for statistics, licensing and some quotas, and an entry needs all ten digits.
