Analysis
HTS 7306.30.10 covers having a wall thickness of less than 1.65 mm under heading 7306 (other tubes, pipes and hollow profiles (for example, open seamed or welded, riveted or…). US Customs collects import statistics for it under 2 ten-digit suffixes, reported in kilograms.
For statistics it divides in two: 7306.30.10.10 for internally coated or lined with a non-electrically… and 7306.30.10.90 for other. Both pay the same duty; the suffix records which kind was imported.
There is no general-rate duty on this line, which puts it with roughly 77% of the 250 tariff lines in chapter 73 that are also free. Duty-free at the general rate does not rule out additional duties under Chapter 99, such as Section 301 or Section 232 measures, which depend on the country of origin.
Goods from countries without normal trade relations pay the column 2 rate of 25% instead of nothing, so origin decides between free entry and a 25% duty.
The other lines in the same group are 7306.30.30 (tapered steel pipes and tubes principally used as parts of…, duty-free) and 7306.30.50 (having a wall thickness of 1.65 mm or more: other, duty-free).
