Analysis
HTS 7614.90.20 covers electrical conductors under heading 7614 (stranded wire, cables, plaited bands and the like, including slings and similar articles…). US Customs collects import statistics for it under 2 ten-digit suffixes, reported in kilograms.
Goods that qualify under GSP, the Australia FTA, the Bahrain FTA, the Chile FTA, the Colombia TPA, and 12 others can enter duty-free instead of paying 4.9%. It is also eligible under GSP, the developing-country programme, which Congress has to renew; check whether GSP is in force on the entry date.
The general duty rate is 4.9% of the customs value, which is in the middle of the rates in chapter 76 (65th percentile of 65 lines with an ad valorem rate). On a shipment valued at $10,000 that is $490 in duty before any Chapter 99 additions or preference claims.
Neighbouring lines carry rates from 4.9% to 5.7%, so the exact line matters. The widest gap is with 7614.90.50 (fitted with fittings or made up into articles), at 5.7%: a product that belongs there but is entered here, or the reverse, changes the duty by 0.8 percentage points.
For statistics it divides in two: 7614.90.20.30 for with a cross-sectional area less than 240 mm² and 7614.90.20.60 for with a cross-sectional area greater than or equal to 240 mm². Both pay the same duty; the suffix records which kind was imported.
The column 2 rate, for countries without normal trade relations, is 35%, 7.1 times the general rate.
