Analysis
HTS 7801.99.90 covers other: other under heading 7801 (unwrought lead). US Customs collects import statistics for it under 2 ten-digit suffixes, reported in kilograms and Pb kg.
This line's footnotes point to one additional provision in Chapter 99: 9903.90.09 (measures on products of Russia). Chapter 99 duties are added on top of the general rate for goods of the countries they name, and they change more often than the rest of the schedule, so check the current CBP guidance before you rely on a total.
The general rate is 2.5% on the value of the lead content, a specific or compound duty rather than a simple percentage, so the effective burden depends on the unit value of the goods: cheap goods pay proportionally more than expensive ones. Importers usually convert it to an ad valorem equivalent to compare it with other lines.
Goods that qualify under GSP, the Australia FTA, the Bahrain FTA, the Chile FTA, the Colombia TPA, and 12 others can enter duty-free instead of paying 2.5% on the value of the lead content. It is also eligible under GSP, the developing-country programme, which Congress has to renew; check whether GSP is in force on the entry date.
For statistics it divides in two: 7801.99.90.30 for alloys of lead and 7801.99.90.50 for other. Both pay the same duty; the suffix records which kind was imported.
