Analysis
HTS 8201.30.00 covers mattocks, picks, hoes and rakes, and parts thereof under heading 8201 (handtools of the following kinds and base metal parts thereof: spades, shovels, mattocks…). US Customs collects import statistics for it under 2 ten-digit suffixes, reported in number of items.
Within this group the rate runs from duty-free to 6.2%. Compared with 8201.40.60 (axes, bill hooks and similar hewing tools, and parts thereof: other), which pays 6.2%, a misclassification either way moves the duty by 6.2 percentage points.
Goods from countries without normal trade relations pay the column 2 rate of 45% instead of nothing, so origin decides between free entry and a 45% duty.
For statistics it divides in two: 8201.30.00.10 for mattocks and picks, and parts thereof and 8201.30.00.80 for other. Both pay the same duty; the suffix records which kind was imported.
The normal trade relations rate here is zero, shared by about 41% of the 95 tariff lines in chapter 82, a useful check when a neighbouring dutiable line is a candidate. Free here means free of the base duty only: origin-specific Chapter 99 duties such as Section 301 can still be owed.
