Analysis
HTS 8802.11.01 covers of an unladen weight not exceeding 2,000 kg under heading 8802 (other aircraft (for example, helicopters, airplanes, except unmanned aircraft of heading…). US Customs collects import statistics for it under 5 ten-digit suffixes, reported in number of items.
There is no general-rate duty on this line, which puts it with roughly 96% of the 28 tariff lines in chapter 88 that are also free. Chapter 99 measures such as Section 301 or 232 can still apply on top, depending on where the goods come from.
Goods from countries without normal trade relations pay the column 2 rate of 30% instead of nothing, so origin decides between free entry and a 30% duty.
The ten-digit suffixes separate military, of an unladen weight not exceeding 998…, of an unladen weight exceeding 998 but… and military. The duty is the same across them; the suffix matters for statistics, licensing and some quotas, and an entry needs all ten digits.
Census statistics map these goods to NAICS 336411 (Aircraft Manufacturing), an industry of 358 US establishments employing 172,941 people, the industry a domestic producer of these goods reports under.
