HTS 7019.63.15 covers of a width not exceeding 30 cm: other under heading 7019 (glass fibers (including glass wool) and articles thereof (for example, yarn, rovings…). US Customs collects import statistics for it under 2 ten-digit suffixes, reported in square metres and kilograms.

Within this group the rate runs from duty-free to 7.3%. Compared with 7019.63.70 (fiberglass tire cord fabric woven from electrically nonconductive…), which pays duty-free, a misclassification either way moves the duty by 6 percentage points.

Goods that qualify under the Australia FTA, the Bahrain FTA, the Chile FTA, the Colombia TPA, the Israel FTA, and 9 others can enter duty-free instead of paying 6%. It is also eligible under GSP, the developing-country programme, which Congress has to renew; check whether GSP is in force on the entry date.

The column 2 rate, for countries without normal trade relations, is 50%, 8.3 times the general rate.

For statistics it divides in two: 7019.63.15.10 for weighing 185 grams or less per square meter (622) and 7019.63.15.90 for other (622). Both pay the same duty; the suffix records which kind was imported.

The general duty rate is 6% of the customs value, which is in the middle of the rates in chapter 70 (59th percentile of 192 lines with an ad valorem rate). On a shipment valued at $10,000 that is $600 in duty before any Chapter 99 additions or preference claims.
