Analysis
HTS 8509.80.50 covers other appliances: other under heading 8509 (electromechanical domestic appliances, with self-contained electric motor, other than…). US Customs collects import statistics for it under 6 ten-digit suffixes, reported in number of items.
The general duty rate is 4.2% of the customs value, which is among the highest the rates in chapter 85 (92nd percentile of 624 lines with an ad valorem rate). On a shipment valued at $10,000 that is $420 in duty before any Chapter 99 additions or preference claims.
Neighbouring lines carry rates from duty-free to duty-free, so the exact line matters. The widest gap is with 8509.80.20 (kitchen waste disposers (disposals)), at duty-free: a product that belongs there but is entered here, or the reverse, changes the duty by 4.2 percentage points.
Goods that qualify under GSP, the Australia FTA, the Bahrain FTA, the Chile FTA, the Colombia TPA, and 12 others can enter duty-free instead of paying 4.2%. It is also eligible under GSP, the developing-country programme, which Congress has to renew; check whether GSP is in force on the entry date.
The column 2 rate, for countries without normal trade relations, is 40%, 9.5 times the general rate.
The ten-digit suffixes separate can openers, electric toothbrushes, evaporative and ultrasonic. The duty is the same across them; the suffix matters for statistics, licensing and some quotas, and an entry needs all ten digits.
