4407.22.00

Analysis

HTS 4407.22.00 covers virola, Imbuia and Balsa under heading 4407 (wood sawn or chipped lengthwise, sliced or peeled, whether or not planed, sanded or…). US Customs collects import statistics for it under 2 ten-digit suffixes, reported in m3.

For statistics it divides in two: 4407.22.00.06 for balsa (Ochroma lagopus) and 4407.22.00.91 for other. Both pay the same duty; the suffix records which kind was imported.

There is no general-rate duty on this line, which puts it with roughly 61% of the 257 tariff lines in chapter 44 that are also free. Free here means free of the base duty only: origin-specific Chapter 99 duties such as Section 301 can still be owed.

Census statistics map these goods to NAICS 321113 (Sawmills), an industry of 2,691 US establishments employing 79,871 people, the industry a domestic producer of these goods reports under.

All 20 neighbouring lines carry the same duty-free rate, so a borderline choice between them changes the statistics reported, not the duty paid.

The general rate of Free has not changed in any edition of the schedule since Jan 2023.
