Analysis

HTS 4407.99.02 covers other: other under heading 4407 (wood sawn or chipped lengthwise, sliced or peeled, whether or not planed, sanded or…). US Customs collects import statistics for it under 4 ten-digit suffixes, reported in m3.

The normal trade relations rate here is zero, shared by about 61% of the 257 tariff lines in chapter 44, a useful check when a neighbouring dutiable line is a candidate. Free here means free of the base duty only: origin-specific Chapter 99 duties such as Section 301 can still be owed.

Census statistics map these goods to NAICS 321113 (Sawmills), an industry of 2,691 US establishments employing 79,871 people. That concordance is how imports of this line are compared with US output.

The ten-digit suffixes separate hickory, walnut, western red alder and other nonconiferous. The duty is the same across them; the suffix matters for statistics, licensing and some quotas, and an entry needs all ten digits.

All 20 neighbouring lines carry the same duty-free rate, so a borderline choice between them changes the statistics reported, not the duty paid.
