4407.97.00

Analysis

HTS 4407.97.00 covers of poplar and aspen (Populus spp.) under heading 4407 (wood sawn or chipped lengthwise, sliced or peeled, whether or not planed, sanded or…). US Customs collects import statistics for it under 2 ten-digit suffixes, reported in m3.

For statistics it divides in two: 4407.97.00.72 for yellow poplar (Liriodendron tulipifera) and 4407.97.00.79 for other poplar; aspen; cottonwood. Both pay the same duty; the suffix records which kind was imported.

The normal trade relations rate here is zero, shared by about 61% of the 257 tariff lines in chapter 44, a useful check when a neighbouring dutiable line is a candidate. Free here means free of the base duty only: origin-specific Chapter 99 duties such as Section 301 can still be owed.

Census statistics map these goods to NAICS 321113 (Sawmills), an industry of 2,691 US establishments employing 79,871 people. That concordance is how imports of this line are compared with US output.

All 20 neighbouring lines carry the same duty-free rate, so a borderline choice between them changes the statistics reported, not the duty paid.
